I have read about beavers and helping them return to regions they once populated. Their presence helps provide wonderfully diverse and stable ecosystems. Resistance from NIMBY folks is an ongoing problem.

With a $90,000,000 water upgrade facing 80,000 people in this area, I think any reduction in cost could easily be used to mitigate private property effects. I hope so, anyway.
